Meet the Associates in ACTS

Delores Barbee Smith
MSW, LCSW, Principal
Clinical Director
Ms. Smith holds a Masters degree in social work from Virginia Commonwealth University (1973). She has more than thirty years experience in the mental health field and has been a licensed clinical social worker since 1988. Ms. Smith is trained in family therapy. She has worked with individuals and groups using and array of treatment modalities. Ms. Smith has worked with children of all ages in a variety of settings. Her most recent passion is play therapy. Ms. Smith is a member of the Association of Play Therapy and she is currently working to become a Registered Play Therapist.

Randolph T. Brooks:
Undergraduate Institution: Morehouse College '05 (Atlanta, GA) BA, Psychology
Graduate Institution: Virginia State University MS, Clinical Psychology
Randolph prefers to work with elementary or middle school aged children. He has been working with children since 2003. Randolph started working in a group home in Decatur, GA; population 5-21. Following his work in Decatur, Randolph worked for a private contractor in the Richmond Public School System where he worked mainly with high school students. Randolph then transferred to working with elementary school aged children. He does not have a license.
Philip Campbell

After graduating from the University of Chicago and working in Chicago, New York, Maine, and Virginia, Philip Campbell returned to the neighborhood where he grew up and began working with adolescents referred by the juvenile court. He also completed a graduate degree and published original research and theory online (
familytherapyresources.net). He then began a position coordinating a grant funded program. When this position ended, he coordinated mental health and related services as an intensive in-home mental health clinician. He then began providing intensive in-home marriage and family therapy exclusively and became a resident in marriage and family therapy.
As soon he completes the final hours of his residency, Philip will apply for licensure as a Marriage and Family Therapist (LMFT). Then, in addition to continuing his training as a clinician, he hopes to continue to research, write, train and facilitate groups, teach, and, eventually, to earn a doctorate in psychology or education.
Philip is trained in non-violent verbal and physical restraint techniques and CPR and has extensive experience coordinating therapeutic services with police, court personnel (judges, attorneys, probation officers), and other medical, mental health, social service, and school professionals (doctors, psychiatrists, social workers, psychologists, counselors, case managers, child and protective service workers, teachers, and school administration).
Philip is also renovating a home with his wife, training to compete in Sprint and Olympic distance triathlons, playing and recording music, and planning to start a family.

JohnJason Cecil
JohnJason Cecil is a 1995 graduate of Morehouse College with a B.A. in Psychology. He is currently a graduate student at Virginia State University working on a Master of Science degree in Clinical Psychology. JohnJason is a member of Omega Psi Phi Fraternity, Incorporated and believes that being a positive role model factors largely in the lives of young people. A founding member of “Muddy and Bloody” JohnJason is an avid mountain biker rider, often traveling to others states looking for trails. Growing up in rural Brunswick County, JohnJason has acquired a love of the outdoors that extends to treatment, sharing his appreciation of the outdoors with his clients and fostering a positive therapeutic relationship while doing so.

Dr. Byron Greenberg
Licensed Clinical Psychologist
Principal and Clinical Consultant
Dr. Greenberg is a licensed clinical psychologist who has a master’s degree in public health in health education and promotion. He is an assistant professor at Virginia State University, were he teaches and has a focus research area of stress and health. In addition to his research on stress, Dr. Greenberg is currently finishing a research project on a particular model of intensive in-home counseling with children and youth. Dr. Greenberg provides training and supervision to the counselors at ACTS, LLC, as well as consultation and psychological testing with some of ACTS’s clients.

Jenelle Jones
Jenelle Jones is an Intensive In-Home Counselor who works at Associate in Counseling and Therapeutic Services (ACTS), LLC. Since 2005 she has worked for District-19, Community Service Board, Gateway Homes and Wediko Children’s Service, where her jobs have included Qualified Mental Health Professional, Residential Counselor and Child Counselor among others. In her current job role Jenelle Jones services children and families with behavioral, emotional, and mental health needs, where she provides individual and family counseling and case management services. These duties combined with her training in clinical psychology, Jenelle Jones has received her undergraduate and graduate degree from Virginia State university, where is currently pursuing her PhD in Clinical/Community Health Psychology. Mechelle Owens
Mechelle obtained a Bachelors Degree in Psychology from Virginia State University. She is currently working on her Masters in Clinical Psychology (anticipated graduation May 09). Two years experience working with Mental Retardation and Autism, however, Mechelle prefers to work with adolescents and teenagers with behavioral and emotional disorders. She has been working with ACTS for a little over a year.
